Counties and cities planning under the Growth Management Act must adopt ordinances by May 1, 2027 prohibiting camping on public property within 500 feet of schools, school walk areas, child day care centers, public parks, courthouses, areas with repeated police responses for violence, and water contamination zones

Creates an encampment cleanup grant program administered by the Department of Commerce, with at least $100,000,000 transferred annually to a new encampment cleanup account starting July 1, 2025

Grant funds distributed 50% based on population and 50% based on unsheltered homeless population; cities receive subgrants from counties based on their share of unsheltered individuals

Non-compliant jurisdictions face graduated funding reductions (25% after 1-2 years, 50% after 2-3 years, 75% after 3-4 years) and lose eligibility for planning grants under RCW 36.70A.190

Requires the Department of Commerce to maintain a quarterly-updated public dashboard tracking encampment locations, shelter offers made before closures, and expenditures by fund source
