Amends RCW 36.22.250 to clarify how counties and cities may use the 10% administrative cost allowance from the $183 per document recording fee surcharge

When a city elects to operate its own local homeless housing program, the county must transmit funds quarterly to the city treasurer without deducting county administrative costs, based on the city's share of real estate excise tax

Counties and cities receiving funds may each use up to 10% of their share for administration and local distribution of surcharge funds, homeless housing plan costs, and homeless housing program costs

Maintains existing fund distribution: 1% to county auditor for fee collection, 30% retained by county, 54.1% to home security fund, 13.1% to affordable housing for all account, and 1.8% to landlord mitigation program

Effective date: July 27, 2025; passed unanimously by the House (96-0) on March 5, 2025 and Senate (49-0) on April 10, 2025
