Renames the "Governor's Interagency Coordinating Council on Health Disparities" to the "Governor's Council for Health Justice and Equity" and expands its membership from approximately 17 to 24 members, adding representatives from the LGBTQ Commission, Women's Commission, a federally recognized tribe, and six public members including two youth representatives age 26 or younger

Requires the council to create a statewide vision and universal goals for health and well-being with policy recommendations that recognize racism as a public health crisis and acknowledge how climate change exacerbates health inequities

Mandates an initial report to the governor and legislature by October 31, 2027, with biennial updates through 2039 on policy recommendations, implementation status, and revisions to statewide health goals

Authorizes council members to be compensated under state board classification standards and allows the council to develop policy positions, form advisory committees, and use participatory methods like community assemblies for community engagement

Repeals RCW 44.28.810, which required the Joint Legislative Audit and Review Committee to review the council and report to the legislature
