Renames "patronizing a prostitute" to "commercial sexual exploitation" and elevates it from a misdemeanor to a class C felony under RCW 9A.88.110

Doubles mandatory fees for commercial sexual exploitation convictions: $3,000 for first offense (up from $1,500), $5,000 for second offense (up from $2,500), and $10,000 for third or subsequent offenses (up from $5,000)

At least 50% of fee revenue must fund prevention and victim services including education programs, mental health and substance abuse counseling, housing relief, and vocational training

Crime jurisdiction expanded to include both the location where solicitation communication is sent and where it is received

Two percent of fee revenue must be remitted quarterly to the Department of Commerce with a report on fees assessed and how revenue was spent
