Expands eligibility for exploratory career and technical education (CTE) courses from grades 7-12 to grades 6-12, allowing sixth graders to participate in funded CTE programs

Requires middle school CTE courses to be developed within a planned program of study that provides a nonduplicative progression of aligned CTE opportunities across both middle school and high school to receive state funding

Maintains existing CTE class size allocations of 23 students per teacher for approved middle and high school programs, and 19 students per teacher for skill center programs

Adds new requirement that career and technical education funding under RCW 28A.150.260(4)(c) must be treated as a single program for purposes of accounting, calculating minimum expenditures, and determining carryover or recovery amounts

Amends RCW 28A.150.260 and RCW 28A.150.265 to implement these changes, introduced by Representative Shavers at the request of the Superintendent of Public Instruction
