Financial education becomes a high school graduation requirement starting with the class of 2031, requiring students to meet state financial education learning standards adopted in RCW 28A.300.469

School districts must provide financial education instruction to all high school students beginning in or before the 2027-28 school year and publicize the requirement to students and parents

Grade 12 students who previously resided outside Washington may receive individual waivers from their principal to bypass the requirement

School districts must submit reports by December 15, 2025 detailing current financial education offerings and implementation needs; the financial education public-private partnership must create a statewide implementation plan by December 31, 2026

State Board of Education must monitor compliance, report on implementation for 2027-28 and 2028-29 school years by January 10, 2030, and recommend adjustments to graduation requirements by December 31, 2026
