Expands the crime of endangerment with a controlled substance from only methamphetamine and its precursors to include any controlled substance classified in Schedules I through IV under state or federal law

Maintains the offense as a class B felony for knowingly or intentionally permitting a dependent child or dependent adult to be exposed to, ingest, inhale, or have contact with covered substances

Creates an exception for controlled substances obtained directly from or pursuant to a valid prescription or order from a licensed practitioner

Amends RCW 9A.42.100, which was last updated in 2005
