Creates the Outdoor Recreation and Climate Adaptation Account in the state treasury, funded by Climate Commitment Act auction revenues, to replace the existing Climate Commitment Account and Natural Climate Solutions Account

Directs funding toward forest health and wildfire reduction, drought preparedness, flood risk mitigation, Puget Sound water quality, stormwater improvements for salmon, and outdoor recreation infrastructure through state parks, fish and wildlife, natural resources, and recreation agencies

Requires at least $10,000,000 per biennium for forestry riparian easement programs, at least $50,000,000 per biennium for tribal climate adaptation activities including relocation from areas at heightened flood or sea level rise risk, and at least $50,000,000 per biennium for medium and heavy duty vehicle decarbonization

Maintains existing environmental justice requirements that a minimum of 35% and goal of 40% of total investments provide direct benefits to vulnerable populations in overburdened communities

Repeals RCW 70A.65.260 (Climate Commitment Account) and RCW 70A.65.270 (Natural Climate Solutions Account), consolidating climate investment funds into the new account structure
