Municipal utilities may waive connection charges for public or private organizations that use property for industrial symbiosis—collaboration among businesses to exchange materials, energy, water, and byproducts to reduce resource consumption or greenhouse gas emissions

Expands existing waiver authority that currently covers nonprofit housing providers, housing authorities, and agencies providing emergency shelter, transitional housing, permanent supportive housing, or affordable housing

Waived connection charges must be funded through general funds, grant dollars, or other identified revenue streams rather than absorbed by other ratepayers

If a property no longer meets eligibility requirements, all previously waived connection charges become immediately due and payable as a condition of continued utility service

Applies to utility services including water, sanitary or storm sewer, electricity, gas, and heat; waivers or delays must be established by local ordinance
