Extends the reimbursement period for property owners who fund street, road, water, or sewer infrastructure projects from 15 years to 20 years, allowing longer collection of latecomer fees from subsequent property owners who connect to the facilities

Allows multiple extensions of the reimbursement period (previously limited to one extension) for the duration of moratoria, phasing ordinances, concurrency designations, or other governmental actions that prevent new development for six months or more

Grants a COVID-19 pandemic extension equal to the time between February 29, 2020, and October 28, 2022, for contracts approved before February 29, 2020, if requested by March 31, 2026

Removes the requirement for water-sewer districts and municipalities to notify property owners subject to reimbursement obligations when contract extensions are filed

Applies uniformly across three RCW sections governing water-sewer districts (57.22.020), municipal water/sewer facilities (35.91.020), and street projects (35.72.020)
