Adds tribal compact schools as eligible recipients for early learning facilities grants and loans alongside school districts and eligible organizations

Creates a new emergency grant program for early learning facilities damaged by natural disasters or immediate health/safety threats, funded through the early learning facilities revolving account

Removes mandatory match fund requirements, instead encouraging the department to leverage private/public match funds when feasible and prohibiting match fund levels from being used as competitive criteria for project selection

Expands eligible activities to include grants supporting conversion of early childhood education slots from part-day to full-day or extended-day programs

Authorizes the Department of Commerce to adopt rules implementing the program and repeals the outdated 2017 provision requiring pre-approval review of licensing standards
