Requires Climate Commitment Act auction revenues to fund major highway and bridge projects, including the Interstate 5 Columbia River bridge replacement, US 395 North Spokane Corridor, SR 520 bridge completion, and the Gateway freight project connecting SR 509 and SR 167 to Pierce and King County ports

Removes the existing prohibition on using carbon emissions reduction account funds for highway purposes under the 18th Amendment, adding highway and bridge maintenance, repairs, and replacement to the list of eligible expenditures

Directs the Office of Financial Management to transfer 50% of auction proceeds exceeding obligated amounts to the multimodal transportation account during fiscal years 2026-2037

Expresses legislative intent to transfer funding in fiscal year 2025 from climate commitment act accounts to the multimodal transportation account

Takes effect July 1, 2025, with an emergency clause citing the need for immediate preservation of public peace, health, safety, and state government support
