Establishes that a second big game hunting infraction within two years elevates to unlawful hunting of big game in the second degree (gross misdemeanor)

Expands the definition of "bag limit" to include food fish and shellfish in addition to game animals, game birds, and game fish

Adds new statutory definitions for "fishing guide" and "sport fishing guide services" covering persons providing compensated assistance with personal use fishing on state waters

Modifies loaded firearm provisions to clarify that a rifle or shotgun is considered loaded only if ammunition is in the chamber (not just the magazine), and expands the timeframe for "same course of events" in big game violations from 24 to 72 hours
