Removes the requirement that one of the three Washington Horse Racing Commission members be a racehorse breeder with at least one year's standing

Lowers the parimutuel gross receipts threshold from $50 million to $20 million for determining which tax rate applies to licensees, and increases per-race-day payments to nonprofit race meets from $15,800 to $30,000

Eliminates the previous cap of 11 live races per day and simplifies the daily license fee to a flat $500 for all live race days regardless of previous year's gross receipts

Increases the commission's annual spending authority from $300,000 to $500,000 for developing the equine industry, maintaining racing facilities, and supporting equine health research

Allows commissioners to wager on authorized simulcast races held outside Washington state while maintaining the prohibition on wagering on live races conducted within the state
