Requires the office to convene a work group on battery energy storage system best practices for siting and permitting, with a report due to the governor and legislature by July 1, 2026

Requires the office to assess feasibility of a "build-ready" clean energy program for underutilized locations, with a report due by July 1, 2026

Authorizes the office to develop geospatial tools, provide technical assistance for community benefits agreements, support tribally led clean energy development, and coordinate electrical transmission planning including interstate corridors

Adds duties to the Department of Commerce to support local governments integrating clean energy into zoning, and to provide alternative dispute resolution for clean energy siting conflicts between local governments, tribes, and project applicants
