WA HB1330

Merges the separate Public Employees' Benefits Board (PEBB) and School Employees' Benefits Board (SEBB) into a single Washington Employees and Retirees Benefits Board, effective January 1, 2027

Creates a new 14-member governing board appointed by the governor, including representatives of state employees, retired employees, school employee associations, and members with health benefits expertise

Consolidates state employees, school employees, and retirees not eligible for Medicare Parts A and B into a single community-rated risk pool for health insurance purposes

Establishes uniform eligibility criteria across employee groups: state employees must work at least 80 hours per month for more than six consecutive months; school employees must work at least 630 hours per school year

Repeals 11 existing statutes related to the separate PEBB and SEBB structures, including provisions for each board's membership, duties, and eligibility requirements
