Utility consumers may decline installation of digital utility meters and request replacement of existing digital meters with analog meters at no cost, including no penalties, fees, or service charges

Utilities must provide written notice at least 90 days before scheduled digital meter installation, informing consumers of their right to decline

Consumers claiming electromagnetic sensitivity must have their meter removal/replacement request fulfilled within 10 days; all other requests within 30 days

In multi-unit buildings, if at least 50% of consumers decline digital meters, the utility cannot install new digital meters or upgrade existing ones in that building

Utilities must maintain records of all meter removal requests and consumer responses to installation requests for at least 3 years; the act takes effect immediately as an emergency measure
