Requires the Department of Social and Health Services to submit a waiver amendment to the Centers for Medicare and Medicaid Services by September 1, 2025, to add respite care to aggregate services under the Basic Plus waiver

Allows individuals to access aggregate funds for respite care without prior administrative approval once their annual assessed respite hours have been exhausted

Caps respite care spending at 30 percent of the total aggregate services budget

Targets caregivers of people with intellectual or developmental disabilities who need additional breaks beyond currently allocated respite hours

Adds a new section to chapter 71A.12 RCW governing developmental disabilities services
