Removes Washington state residency requirement for cannabis industry investors, allowing out-of-state angel investors, venture capitalists, and equity investors to fund cannabis businesses

Modifies ownership disclosure rules: only natural persons with more than 10% ownership interest must qualify for and be named on cannabis licenses; those with 1-10% must be disclosed to the board but need not be named on license

Requires mandatory suspension of cannabis producer licenses that had no business activity recorded between July 1, 2023 and December 31, 2024, with reissuance contingent on federal law allowing interstate cannabis transfers or DOJ guidance tolerating such transfers

Authorizes the Liquor and Cannabis Board to impose additional licensing fees to recover costs of investigating nonresident applicants

Takes effect January 1, 2026
