Increases special education cost multipliers from 1.12 to 1.18 for students in general education settings 80% or more of the school day, and from 1.06 to 1.09 for students in general education less than 80% of the day

Creates a pilot grant program for up to 20 schools to serve as "centers of excellence for inclusionary practices," providing funding equivalent to a 1.5 multiplier for special education students over four years

Requires the Superintendent of Public Instruction to annually review district data for disproportionate identification of special education students and provide technical assistance to districts with disproportionate data

Continues funding for 6 demonstration sites and 16 pilot sites focused on inclusive teaching practices and student behavior management to prevent crisis escalation and reduce use of restraint or isolation

Directs development of a strategy and timeline to prohibit isolating students in prekindergarten through grade five, with a goal date of July 1, 2032
