Removes requirement for child care providers to earn early childhood education certification or equivalent credentials as part of staff qualification requirements

Establishes maximum group sizes and staff-to-child ratios: 21 children maximum with 1:11 ratio for preschoolers (30 months to 6 years), and 31 children maximum with 1:16 ratio for school-age children (5-12 years)

Requires minimum 34 square feet per child for licensed indoor early learning program space

Exempts private schools operating early learning programs without state subsidies from full licensing standards, limiting them to minimum health and safety requirements

Repeals RCW 43.216.755, eliminating the community-based training pathway program for child care providers
