Authorizes military surplus vehicles (such as Humvees) to operate on Washington public highways for limited purposes including parades, veterans' events, car club activities, exhibitions, and occasional pleasure driving—not general daily transportation.

Defines "military surplus vehicle" as a non-tracked vehicle originally manufactured and sold directly to U.S. armed forces under federal requirements (49 C.F.R. Sec. 571.7) that is no longer owned by the military.

Requires owners to obtain a certificate of title by submitting certification of limited use, proof of liability insurance meeting RCW 46.29.090 minimums, and a safety inspection from a licensed Washington repair shop verifying working headlamps, tail lamps, turn signals, mirrors, horn, seat belts, and brakes.

Adds military surplus vehicles to the "collectible vehicle" and "collector vehicle" definitions, allowing them to obtain collector vehicle license plates valid for the vehicle's lifetime without renewal.

Exempts military surplus vehicles with collector plates from standard vehicle equipment requirements; false statements regarding safety inspections constitute false swearing, a gross misdemeanor. Effective January 1, 2026.
