Authorizes motorcycles to temporarily travel on the right shoulder of limited access roadways (highways) when traffic is stopped or moving at 25 mph or less

Limits shoulder riding speed to no more than 10 mph faster than adjacent traffic, and restricts motorcycles to single-file operation on shoulders

Requires motorcyclists to reenter traffic lanes when the shoulder is occupied by parked vehicles, emergency vehicles, tow trucks, or roadside assistance vehicles

Prohibits continued shoulder use once a motorcycle reaches an exit providing access to an alternative route or visible food/fueling services

Amends RCW 46.61.608 to add these provisions while maintaining existing rules prohibiting lane-splitting between traffic lanes
