Creates 18 new special license plates including Fred Hutch, Firefighter Memorial, Law Enforcement Memorial, Keep Washington Evergreen, Mount St. Helens, Music Matters, Nautical Northwest, Patches Pal, Seattle Seahawks, Seattle Reign FC, State Sport (pickleball), Washington State Parks, Working Forests, State Flower, Washington Honey Bees and Pollinators, and Smokey Bear

Sets fees at $40 initial and $30 renewal for most new plates, with proceeds distributed to designated nonprofit organizations and state accounts after the department deducts up to $12 for administration

Delays issuance of new plates until July 1, 2029, unless signature sheet requirements are met before March 1, 2025, or November 1, 2026

Directs plate fee proceeds to specific purposes including cancer research (Fred Hutch), youth sports mentoring (Seattle sports teams), electric charging stations (Keep Washington Evergreen), wildfire prevention (Smokey Bear), and pickleball court construction (State Sport)

Takes effect November 1, 2025
