Extends the sunset date for state agency termination review provisions (RCW 43.131.010 through 43.131.150) from June 30, 2025 to June 30, 2045

Requires the legislative auditor to develop criteria ensuring staff resources for program reviews are proportionate to the size and complexity of the program budget being reviewed

Removes the provision that blocked the Joint Legislative Audit and Review Committee (JLARC) from conducting its sustainable harvest calculation study if litigation was pending against the Department of Natural Resources

Adds new factors JLARC must consider when preparing performance audit work plans, including whether legislative changes require delaying reviews until sufficient data is available, and whether mandated recurring studies would provide new information to the legislature

Passed unanimously (House 96-0, Senate 48-0) with an effective date of July 27, 2025
