Authorizes the governor to declare a ferry procurement emergency if Washington State Ferries fails to award a contract for a hybrid electric ferry in spring 2025, enabling expedited permitting and emergency procurement of at least two nonhybrid electric ferries with a two-year delivery goal

Allows the department to use the existing Olympic class vessel design or procure alternative designs compatible with current infrastructure to eliminate additional design work and maintain fleet interchangeability

Permits postponement of hybrid electric conversions on the second and third Jumbo Mark II vessels until the first conversion is proven effective, or allows skipping the third vessel conversion in favor of advancing its mid-life maintenance

Expands emergency contract authority to include new vessel construction under a governor-declared emergency and mid-life maintenance on Jumbo Mark II vessels without competitive bidding

Repeals RCW 47.60.838, the vessel and terminal electrification program, and declares the act takes effect immediately as an emergency measure
