County auditors in "covered counties" must provide all election materials—including ballots, registration forms, voting notices, and instructions—in designated minority languages in addition to English

Secretary of State must designate covered language minority groups by August 1, 2025, and every five years thereafter using American Community Survey and decennial census data, with counties given 365 days from publication to reach full compliance

Language minority groups are defined as American Indian, Asian American, Alaskan Native, or persons of Spanish heritage; designations remain in effect unless a county petitions for termination after five years by proving the population has fallen below thresholds

Secretary of State must establish a grant program to fund county implementation; the act is void if specific funding is not provided in the omnibus appropriations act by June 30, 2025
