Removes "proprietary financial information" as a protected data category from the all-payer health care claims database, while maintaining protections for direct and indirect patient identifiers

Allows the Health Care Authority to act as the lead organization for the database itself, rather than requiring selection of an outside contractor through competitive procurement

Expands data access to providers, hospitals, carriers, managed care organizations, and statewide associations representing these entities for purposes including quality improvement, benchmarking, and validating third-party analyses

Requires the Health Care Authority to review state and federal health care pricing transparency programs by December 31, 2025, and report to the legislature on existing data reporting requirements

Changes the Office of Financial Management's review of database effectiveness from biennial to every five years, with most provisions taking effect July 1, 2026
