Amends RCW 39.12.015 to change how prevailing wages are determined when multiple collective bargaining agreements exist in a county for the same trade or occupation

Until May 31, 2027, maintains current practice where the higher rate among competing collective bargaining agreements prevails

For contracts bid or awarded on or after June 1, 2027, requires the industrial statistician to use the rate representing the majority of workers in that trade, or if no majority exists, the rate representing the most workers (plurality rule)

Creates an exception for ship building and ship repair trades, which will continue using the higher rate rule even after June 1, 2027

Establishes an appeal process allowing interested parties to challenge prevailing wage determinations by proving the selected rate does not represent the majority or plurality of workers
