Repeals the community protection program, which provides services to clients of the Developmental Disabilities Administration who pose risks to themselves or others, to allow these clients access to less restrictive service options

Requires the Department of Social and Health Services to develop and implement a transition plan by December 31, 2025, to move all current program participants into other services or programs

Removes references to the community protection program from sexually violent predator statutes, eliminating prohibitions on considering the program as a placement option for persons released from detention on sexually violent predator petitions

Repeals eight sections of RCW Chapter 71A.12 (RCW 71A.12.200 through 71A.12.280) that established and governed the community protection program, originally enacted in 2006

Statutory changes and repeals take effect January 1, 2026, with the transition planning requirement expiring July 1, 2026
