Creates a new "Nautical Northwest" special license plate displaying a Northwest maritime scene, with fees of $40 initial and $30 renewal

Proceeds from the plate will support historic resources of Whidbey Island's maritime communities

Adds the new plate to Washington's existing list of approximately 45 special license plates

Amends RCW 46.17.220, 46.18.200, and 46.68.420 to incorporate the new plate into fee schedules and fund distribution requirements

Takes effect November 1, 2025
