Maintains existing funding allocations: up to 90 cents per capita (max $300,000) for urban county organizations, and up to $40,000 base plus 90 cents per capita for rural county organizations

Retains accountability framework requiring organizations that miss more than half of performance targets to develop remediation plans, with one-year contract and funding termination for continued underperformance
