Creates "organized graffiti" designation for large-scale offenses ($25,000+ damage, or $10,000+ with interstate travel), adding 12 months to standard sentences when proven

Adds statutory definition of "graffiti" to Washington criminal code: defacing property without permission using paint, ink, dye, or other substances

Increases offense categories for juvenile malicious mischief charges (1st, 2nd, and 3rd degree) and requires community restitution for juvenile offenders convicted of these offenses
