Establishes the Washington State Commission on Middle Eastern and North African Americans within the Office of the Governor, consisting of 12 governor-appointed members with staggered terms (1-3 years initially, 3 years thereafter)

Requires the governor to appoint an executive director with expertise in MENA communities; commission must meet at least quarterly and elect a chair every two years

Primary commission duty is leading statewide data collection efforts for MENA Americans, including census education; additional responsibilities include advising the governor and legislature, coordinating with state agencies, and examining issues related to MENA community rights and needs

Designates April as Middle Eastern and North African American Heritage Month by amending RCW 1.16.050 (state legal holidays statute)

Authorizes the commission to solicit grants, establish relationships with local governments and private industry, adopt administrative rules, and appoint citizen task forces
