Expands the statewide career and technical education (CTE) task force to include representatives from the Department of Labor and Industries, career connect Washington, business/employer associations, labor organizations, and worksite learning coordinators

Directs the task force to identify barriers preventing 16 and 17 year old students from training, certification, or employment in fields where they are participating in or have completed preparatory secondary CTE programs

Requires assessment of state agency rules imposing age restrictions on starting training, testing for licenses/certifications, or working in professions not required by federal law

Authorizes the Office of Superintendent of Public Instruction, Department of Labor and Industries, and other agencies to initiate rule changes based on task force recommendations prior to the final report

Extends the task force reporting deadline from November 15, 2025 to November 15, 2026, and the expiration date from June 30, 2026 to June 30, 2027
