Imposes a new embodied carbon tax of $0.0015 per cigarette, in addition to existing cigarette taxes under RCW 82.24.020 and 82.24.026

Beginning October 1, 2030, and every five years thereafter, the tax rate increases by 25 percent plus inflation based on the consumer price index for all urban consumers

Adjusted tax rates must be rounded to the nearest full cent and published on the Department of Revenue's website

Revenue collected from the embodied carbon tax is deposited into the state general fund

Effective date is October 1, 2025
