Public transportation benefit area (PTBA) governing bodies may add two transit-using voting members appointed by the elected official members, increasing maximum board size from 9 to 11 members for single-county areas and from 15 to 17 for multicounty areas

One transit-using member must primarily rely on public transportation; the other must represent a community-based organization and at least occasionally use transit

Transit-using members may not be employees of the transit agency and must receive training on open public meetings, public records, and municipal ethics laws

Governing body meetings must occur at a time and place reasonably accessible by transit when transit-using members are appointed

The transit-user member provisions do not apply to PTBA authorities that already have retained citizen positions on their governing boards
