Allows rental car companies to describe their actual licensing and registration costs in agreements, but requires a disclaimer stating these costs are imposed only on the company, not on customers by any government agency

Limits child restraint system rental fees to the company's good faith estimate of actual costs to provide the system

Entitles customers to cancel reservations without penalty and receive full refunds if a paid-for child restraint system is not available within one hour of vehicle pickup
