Removes the word "calendar" from definitions of license revocation (one year) and suspension (less than one year), and updates odometer disclosure exemptions from vehicles "ten years old" to model year 2010 or older, with a further change to 20 years old taking effect January 1, 2031

Streamlines vehicle/vessel owner information disclosure notices by requiring the disclosing entity to immediately include the requesting party's occupation (attorney or private investigator) rather than requiring owners to follow up within five days

Allows driver improvement interview findings and formal hearing notices to be served electronically with party agreement, and permits remote hearings as an alternative to in-person hearings in the licensee's county of residence

Repeals RCW 46.18.240 (foreign organization license plates) and RCW 46.18.250 (honorary consul special license plates)

Updates statutory references from "department of social and health services" to "department of health" for alcohol/drug addiction treatment program approval, and standardizes fee references for driving record abstracts to existing RCW 46.52.130(5)
