Expands Washington's competitive broadband grant and loan program to include funding for repairs to middle mile and last mile broadband infrastructure, in addition to acquisition, installation, and construction

Creates a streamlined "repair and replace public works broadband projects" category that bypasses the standard preapplication, notice, and objection processes required for new broadband projects

Broadens eligibility for repair and replace projects to cover infrastructure made necessary by "unforeseen events" rather than only natural disasters or emergency damage as previously required

Prohibits funding from being used to allow a new provider to overbuild an existing provider's damaged infrastructure, and requires offsetting any federal/state disaster funds, insurance settlements, or litigation proceeds

Maintains existing funding limits of up to $2 million per project (or $5 million in distressed areas and Indian country) with the state covering up to 50% of costs (or 90% in distressed areas/Indian country)
