Creates the Washington Health Trust, a single-payer nonprofit financing entity within the Department of Health to provide comprehensive essential health benefits to all Washington residents regardless of income, immigration status, or employment

Covers hospital services, primary/specialty care, prescription drugs, mental health, dental, vision, reproductive care, and long-term care (starting January 1, 2029), with no premiums, deductibles, or copayments for most residents

Funded through employer contributions of 10.5% of payroll (with reduced rates for small businesses), employee deductions up to 2% of wages, self-employment contributions, and increased capital gains taxes of 5-7% on gains over $200,000

Establishes a 17-member Board of Trustees to govern the trust, set benefits, negotiate provider reimbursement rates, and develop global budgets for participating health facilities

Requires the state to seek federal waivers to integrate Medicare, Medicaid, and other federal health program funding into the trust, with coverage beginning November 1, 2027
