Adds a new hardship exemption to the 60-month lifetime limit on Temporary Assistance for Needy Families (TANF), allowing extensions when termination or denial of cash assistance would result in financial distress for the recipient's family

Maintains existing hardship exemptions including homelessness (as defined by McKinney-Vento Act), high unemployment periods (7% or greater), and family violence situations

Preserves exemption for parents or legal guardians with children under age two who qualify for infant, toddler, or postpartum exemptions from WorkFirst activities

Requires recipients to have received at least 52 months of TANF assistance before any time limit exemption can be applied

Amends RCW 74.08A.010, expanding the department's authority to grant hardship-based extensions beyond the standard 60-month benefit period
