Repeals 14 obsolete state accounts and funds, including the juvenile accountability incentive account, internet consumer access account, opportunity express account, Washington state flag account, commemorative works account, and down payment assistance account

Creates the institutional welfare account in the state treasury to consolidate the incarcerated individual betterment fund, with 25% of annual revenues transferred to the crime victims' compensation program

Renames and updates the federal broadband mapping account to the federal broadband account, expanding its use beyond mapping to include all broadband activities authorized under federal law and nonfederal match requirements

Extends the maximum duration of school district interfund loans made in fiscal year 2024 from two years to four years to address COVID-19 pandemic budget destabilization

Takes effect July 1, 2025 for most provisions, with section 6 (broadband account changes) taking effect immediately on May 20, 2025, and certain treasury investment provisions taking effect July 1, 2028 and July 1, 2030
