Transfers $1,632,500,000 from the budget stabilization account to the state general fund by June 15, 2026, to address increased costs and utilization of health, welfare, and public safety services

Requires repayment in two equal installments: $816,250,000 on June 30, 2028, and $816,250,000 on June 30, 2029

Full repayment to the budget stabilization account must be completed by the end of fiscal year 2029

Specifies that these transfers do not alter existing requirements to balance budgets in future biennia under RCW 43.88.055(4)
