The account, held in custody of the state treasurer, funds administrative and operating expenses for the Washington Saves retirement program for employees without employer-sponsored plans

Account is exempt from state appropriation and allotment requirements, and may receive grants, gifts, or appropriations from state and federal sources

Updates RCW 43.79A.040 to include the renamed account among funds receiving proportionate investment earnings from the treasurer's trust fund

Section 3 expires July 1, 2030, with Section 4 taking effect on that same date to maintain continuity of the statutory changes
