Establishes the Apple Health Expansion program to provide state-funded health coverage for adults 19+ with income at or below 138% of federal poverty level who are ineligible for federal Medicaid or premium tax credits due to immigration status

Creates a community accountability committee of 5-9 members to monitor managed care organization performance, with required reports to the legislature by July 1, 2026, and every two years thereafter

Requires the Washington Health Benefit Exchange to achieve parity in premium assistance and cost-sharing reductions for immigrants ineligible for federal subsidies by January 1, 2028, with a status report due November 1, 2025

Directs the Exchange and Health Care Authority to establish a culturally diverse, linguistically appropriate outreach campaign with direct funding to community-based organizations serving immigrant and refugee communities

Mandates the Exchange to pursue federal waivers under 42 U.S.C. Sec. 18052 to obtain federal pass-through funding for immigrant health coverage programs
