Requires fingerprint-based FBI background checks for specific categories of workers providing unsupervised care to vulnerable adults, children, or juveniles through the Department of Social and Health Services (DSHS) or Department of Children, Youth, and Families (DCYF)

Mandates fingerprint checks for applicants who have resided in Washington less than three consecutive years and work for home and community long-term care programs, area agencies on aging, or federally recognized Indian tribes

Expands fingerprint check requirements to include residential habilitation center workers, transitional care facility employees, adult family home licensees, assisted living facility administrators, and enhanced services facility staff

Requires individuals age 16 or older living in companion homes or child placement provider homes to submit fingerprints for national background checks

Allows a 120-day provisional employment period while fingerprint-based background checks are pending, provided the applicant is not disqualified based on immediate background check results
