Creates a domestic violence co-responder grant program administered by the Office of Crime Victims Advocacy to award matching grants to cities and counties for establishing programs where domestic violence victim advocates respond alongside law enforcement to incidents

Establishes the domestic violence co-responder account in the state treasury, funded by a new $100 fee added to marriage license costs

Requires the grant program to provide contracted technical assistance, training, and health insurance billing support to grantees

For fiscal year ending June 30, 2026, account funds may also be used for other domestic violence programs and services

Effective date is July 27, 2025
