Previously imposed judgments for costs, fees, and interest on legal financial obligations eliminated by this act become unenforceable and are considered null and void; courts may not accept further payments for such debts

Courts may not order defendants to pay costs except as specifically authorized by statute; "costs" is defined as any amount imposed for arrest, prosecution, detention, or supervision costs in criminal cases

Expands the definition of "indigent" to include those with household income at or below 200% of federal poverty level (raised from 125%), who are homeless, mentally ill, or have other circumstances demonstrating inability to pay

Eliminates numerous fees including probation supervision fees, work crew program assessments, deferred prosecution costs, booking fees, conviction/plea fees, and costs of incarceration

Repeals five RCW sections related to fees and costs: conviction/plea fees (RCW 3.62.085), jury fees for convicted persons (RCW 10.46.190), court fees for appeals (RCW 10.73.160), interest on nonrestitution judgments (RCW 10.82.090), and booking fees (RCW 70.48.390)
