Updates minimum broadband speed definitions from 25/3 Mbps to 100/20 Mbps (download/upload) and expands the definition of "low-income" to include households at 200% of federal poverty level or below the University of Washington's self-sufficiency standard

Requires the Office of Equity to coordinate outreach to underserved communities about broadband programs, assist with enrollment, and develop a state digital equity plan by December 1, 2027, with updates every four years

Establishes new broadband goal requiring review and update of state broadband goals by 2028 with input from the digital equity forum, tribes, local governments, and other stakeholders

Recodifies digital equity planning and the Washington Digital Equity Forum under the Office of Equity (chapter 43.06D RCW); act is contingent on specific funding in the 2025 omnibus appropriations act
